2 In the first place it is desirable to observe that such arrangement would not be necessary in the case. Both the Admy. and the War Dept. have obtained possession by purchase, but only for the use of such lands, the use of which they have been granted by the Bol. Govt. without payment.
3 No record can be traced of the exact conditions under which the Naval Yard at Hongkong and certain other sites in Hongkong and Kowloon were many years ago transferred to the Admy. by the Bol. Govt., but it is understood that they are held at a peppercorn rent & substantially on the same conditions as those on which the War Dept. holds Bol. Mily. Lands in Hongkong, viz., that the Admy. has a perpetual right of user of such lands so long as they are required for the purposes of the Navy.
4 The existing arrangements in regard to Bol. Mily. Lands (excluding sites purchased by the W.O.) are described in the circular desps. of 30 Dec. 1894 and 30th June 1903, copies of which are enclosed.
