2 In the first place it is desirable to observe that such arrangement would not be necessary in the case. Both the Admy. and the War Dept. have obtained possession by purchase, but only for the use of such lands, the use of which they have been granted by the Bol. Govt. without payment.

3 No record can be traced of the exact conditions under which the Naval Yard at Hongkong and certain other sites in Hongkong and Kowloon were many years ago transferred to the Admy. by the Bol.
